EDIT_commentoutInsert

Description: Comments out a matched line and inserts a new line after it.
Parameter:

• file: the name of the file
• search: Search string to match the line to comment out.
• lineToInsert: The text of the line to insert.
• commentStr: string to comment out (e.g. "#" for BASH or "//" for C/C++ style)
